Ok... so let's say I equip one of them (on a finger) plus a regular belt that adds 5 belt decks... how many belt decks do I have ?
By the way the 14.2.1 version location is correct.

six, because the belt items range only from slot one to slot six, there was never a slot seven intended (as of yet), so they are not build for that. you would need to hack your item to place it into slot 7+ - and if you can manage THAT, you can do anything...

it gets worse this thing is not unique so say you equip 2 and an normal belt:
18 deck slots? OMG (if of course the 14.2.1 version is correct we wont be seing any1 with 3K NCU)

back to ring now. But what was FC thinking when they made this? What would u put in belt deck iinstead? it would be kinda cool if FC added belts that didnt add belt decks, but had nice bonuses

The ring increases your belt slots, to a maximum of 6. And there are belts out there with a lousy number of slots (read 5) but great bonuses. This ring, even at lowest QL, would be a boon.
Maybe someone can beg an ARK for a QL1 one :P
