Isn't there a way to upgrade these. I know some weapons can be upgraded on Newb Island just not sure which ones and with what.

Would not recommend Modding this on Newb Island, upgrade to the Tinker or Mender pistol instead.

What item do I need to upgrade this on n00b island?

If you are an Engineer, be sure to buy an extra one that is NOT modified on Noob Island. You will upgrade it over time after you leave there.
All other professions, and temporarily for Engineers, you can upgrade via mission with Adri Afeli where you collect and bring back 5 specific items (3 from mobs down by the shore, and 2 from bots just past Adri Afeli) and bring them back to him. Once you have completed the mission, you can simply hand him another set of parts and a second pistol to have it upgraded as well.

If you have enough money, you can simply purchase another Solar-Powered Pistol from Vendor Antonio Stacklund, along with a Antonio's Adaptation Factory, then go find a power supply to combine them. If you chat with Antonio Stacklund, you will learn "Vendor Antonio Stacklund: You might have noticed the power supply on the pistol is underpowered. Maybe you can find a new power supply for the pistol on one of the Cargo Droids on the docks."

REMEMBER - ENGINEERS NEED AN UN-MODIFIED SOLAR-POWERED PISTOL BEFORE LEAVING THE ISLAND. Well, they can build one, but it's a pain. Much easier to just purchase an new one from Antonio Stacklund before leaving the island.
