This also modifies the nano controller the Agent possesses, allowing the use of Bureaucrat-only nano formulas (but not the use of any Bureaucrat pet shells). Unfortunately this renders the use of Agent-only nano formulas impossible, and the nano controller operates in a sub-optimal fashion.
