Figured I would spill the beans, This chip is looted from the team instance of dark ruins. You right click on the chip it will upload a mission you then can turn it in, at Jobe research. You can do this once every 17 hours. Once you enter jobe research instead of turning left to over over the bridge, continue ahead and then the first building on the left hand. lab 13 you can zone in there

Looted one off a crippler, in cc, equivalent of a daily mission. anyone know if these are just completely random drops?

The chips are level locked but instances like Alaapaa have very generous level ranges. Excellent places to farm chips with spread-out Org teams.
