You can give your kyr'ozch data cores to a unicorn guy, near the other who give you credits/tokens for bounty items. He will give you a key for each datacore you give him, give the 3 keys to the unicorn security guy, near the entrance to sector 42, and he will give you a decrypted kyr'ozch data core, or you can just give him the 3 datacores instead of getting the keys.
