The QL is random, although it might be more often high in high-level team missions.

We got a QL 30 one in a level 222 team mission, and a QL 80 one in a level 206 team mission. So the level seems to be purely random.

Got a QL 24 out of S10, so I guess they drop off aliens rarely too..
