I would say 170 at the minimum 180+ I do believe there is a guide on how to twink it on in the AO official site forums (shade forums that is) if your opifex twinking into it will be quite easy (after 150+ your sense/agil are breed capped you can get it on by then.)

I found him, killed him, did not drop... I was actually killing another heckler boss there, and i found him by mistake :) Did not know it dropped this at that time.

Fancy putting a Nova Dillon helm on a shade... Though the not shade tag should be gone soon. Can be done easier with stuff like AI +sense bracer, Miy legs and gloves (or OFAB gloves), reflex modifier, Lya patch, higher QL rings, you can use Bloodlusts instead of pistols, etc.
