me thinks "If used properly" referrs to the high attack rating cap... indeed the only difference I can see between QL 240 and QL 260 is the attack rating (patch 15.4 correct me if im wrong)

use properly means get as much crit chance as possible without sacrificing much ranged init so you can go to full def
