Scorpoid Dynas in Perpetual Wastelands have a good drop rate for this!

One of the best methods to get the tank armour is to do a complete circuit of all the dyna camps killing the bosses, usually drops on your second circuit. :)

I have found 6 from killin the high lvl cyborg boss in PW, but i have probably killed him 75+ times =)

I managed to put that and lvl 200 cas on at lvl 143 but with heavy twinking and some lvl 200 imps couldnt put all 200 imps on but enough to get blac clan on:)

esti not all imps at level 75 u can get on like shit u need sense or physic u cant buff psysic by 27(behe)+IC(20) so those imps are a little harder but arms or chest are easy ql 200 but like righ hand or wrist those are a pain in the ass :S!

It's still got a good laugh value when an agent FPs enfo, equips this and a lowbie Slay Axe (That looks just like a panther), a pair of growing bracers and does the mongo/challenger thing. Laughed my ass off first time I saw it.

i got on 200 cas n 200 albrecht at 126. Trying for black clan now at 129 :P

50 NR is nice for pvp at low levels

Many ppl says that Veil is better for pvp, but i dont agree. I can kill other enf (higher then me) with exactly my set and stats. Only difference is that i use Black Clan vs Veil. any question ask for Slowguy (Rk1)

Got it on at lvl 130ish on my enfo, quite easy.

this item is ql200 only, is fairly cheap considering, and honestly, i found the veil of the revoked to be better for lower level chars probably about the same price for the bits to make that though.

There's no "this or this is better". For pvp you want this, both notucomms and PATA for swapping. For pvm you want an upgraded reanimator cloak, because it has +%XP, which means less pvm.

I just now looted one off a 197 Dyna in BF.
