I have no idea. They do not have a tradeskill use. Not even for gem cutting.
I got two of them off bileswarms in Longest Road in the ruins west of Biomare.

Thats the value it would sell at if in a shop, players only get a fraction of that price back. A trader with 1700 comp lit could sell this to the trader shop for about 50k

18.3.6 reduced the value of this item to 1, making this a complete waste of time to loot. There is no tradeskills and it sells for 0. Just delete off the corpse or leave to rot.

They drop off the bileswarms dominators, 150ish mobs. They are an uncommon drop.
