I managed to get a hold of a QL198 Madam Freeze to test with. Although its non-crit AS are slightly better than Onehander, it has quite a few downfalls: 10m range, clip size of 5, because of it's attack time, your AS cycle goes from 11s to 13s, your fling cycle goes from 6s to 30ish (not that Onehander fling does much damage, but it helps trigger procs and so forth). Also COLA does not add to heavy weapons, so you may need to IP it to equip.

COHA adds to heavy weapons, not COLA. Still gives perk support, just with a different perk.

That's true binary, however fixers have COLA perked for SMG anyways so the shotgun from that line was a free bonus. They don't get the free ride with heavy weapons, in fact when I put this on my 220 fixer for testing I needed a wrangle even in full CSS and 300 symbs etc.
