In total, the above means you have a 2% chance to cast tight embrace. You get an additional 2% chance (not a total of 4%, its a separate check) if you have 401 or higher heavy weapons skill, and yet another 2% chance if you have more than 451 heavy weapons skill. In total, you can get 3 chances at 2% each to land a 4s stun, which would be awesome if the damage wasnt so poor :)

The stun proc does work, had a bit of fun testing it with my Trader. However when the proc goes off it puts you in nano recharge for 8.5s.
