the lower your evades are the more likely you are to be critted, also the lower someone elses evades are, the more likely you will get a crit off on them.

well it stacks with other debuffs now with the new patch plus it casts quickly and even when it didnt stack how the hell can -78 dodge be useless? The improved version of this is bullseye btw :p (-350 dodge ranged debuff). This is a pretty useful nano.
