Buyable in shops up to QL125. Or roll/loot one.

The ones below QL 92 are almost worthless. You need 351 CompLit to put on the six slot belt needed to use this, and while you can use a lower one if you don't have a higher one, if you're really looking to boost NanoCInit, you might as well hunt around for a 92ish one as they're shop buyable.

Used in the crafting http://arcanum.aodevs.com/gadgets_acceleratedncu.html of Accelerated NCU Memory, which adds a very small bonus to NanoC Init, and still provides NCU as normal.
QLs above 125 must be rolled.
