Rollable at all levels, but much easier to get at very low levels (<10) due to smaller loot table.

confirming that it is wearable in social tab, above someone said it wasn't. I have no idea what the deck not & 4 means....

Yes, you can wear in Social Tab. You just can't wear with social armor (i.e. Grid Armor and certain other armors/items that have a "social armor" flag). And I do believe that's what the above "Cyberdeck not & 4" means.
