because fixers = speed controllers ;) they control thier speed to run/dodge fast and with these make others go slow (and lucks fickle fate to slow thier dodging too)

I'm 210 and I still use this nano over the SL-specific counterpart on many an occasion, and not just PvP. You can land it reasonably well even in Inferno, thanks to that lovely NR check.

Hostile NCU cost doesnt consume anyone's NCU. It used to get checked prior to adding Stacking Order, and now gets checked for nano removers (like Epsilon Purge).
