I think it drops from Uncle Pumpkin-Head (2007 halloween), as well as other Lya's armor.

BTW, this item is identical to the "Desert Nomad Shoulder Pad" that dropped on 10th anniversary event. So if you missed that, you can go kill UPHs in missions to get these instead :)
