OK, I don't get it....you cast NS and the negative effect "Nullity Sphere Negative Feedback" stops you from casting NS again for 1 min...but then this negative effect also stops you from casting NS again, but for 30 mins....so what's the point of the first negative effect?

The negative effect of NS stops you from casting LE nukes, casting le nukes stops you from using NS
In both cases you cant use ns/le nukes for 30min (1m= range)
