I believe this is the Fixer shop upgrade ... nodrop + fixershop means fixer only. Not sure though.

any one ever find out if this is a fixer only item and does any one know if and what the reqs are for upgrading your yalm with it are?

Checked this on test server: Item is NOT Found in fixer shop, Item is not so far as I can determine in any shop, and I have significant reason to doubt it made it into game on live servers at all.
item http://auno.org/ao/db.php?id=253581 shows Alien Invasion in requirements thus you would expect it to be in Bazzits shop (it is not there either) |

It is ingame now(18.0), rumor tells it has been so since 17.0 some say 17.6
You can get it in the Bazzits shop
Be aware that it has another icon and (smaller) price tag than the other AI yalms.
