Most first level perks scale in power as you put moure points in, however this isn't even useful when you get it.
Also the rest of this line is kind of total cr*p too.

Actually it's one of those secretely-increasing-in-power perks. Search "tick". The last one removes 2500 nano. Still kind of crappy, but a little less.

Haven't tried it out myself, but as far as I can see from the templates it doesn't gain any effectiveness till after you get 1001+ mm

Yup, it'll eat away 700-1k nano every minute from your target for a tl5. Not many ppl use it or know of it but its really nice. Docs can use this to wear down alot of peoples nanopool if used well.

Seems to increase in drain based on your MM skill, similar to MA fists (in that more skill is a higher ql item), Some other AI perks work in this way, like the fixer SMG damage perk.
