I got a lower ql one in Ely from named Unredeemed in Nero. Don't remember the name of the mob, but probably visionist. Too bad it's a unique nodrop item. :(

*Every* SL area has a mob that drops a visionist tool from Ely onwards. For Clan: Scheol - NE, near spawn of chimeras. Ado - NW, south of dryads that drop Lurky PBs. Pen - Mid, just SE of incarnator east. Inf - Marshes. QL range is fairly random, but figure up to +15 max - good news is that Ql 247 is +14 ;)
