AR cap doesnt affect whether you hit or miss. Besides, "Attack rating cap 2500" I doubt a low level would worry there.

Lol actually such a attack rating cap is great since you can have 2500 attack rating (something lvl 200+ get) this will still benefit from it.The higher the attack rating cap the better!!!
