yes, it is. look at "frozen tear of uklesh" the weapon, when hit, has a 8% chance of "casting" this on the mob.

actually, it's not 16%.. it's still 8% on each hit... just that multi-wielding gives you i think at most 1.3 times faster hits (exact number could be off and not including agg/def bar or inits)

Actually it's 1.5 times faster so dualwielding with 8% would give you the same same amount of nukes over time as singlewielding with 12%

_Actually_, it _is_ closer to 1.3. One weapon = 1 hit per 2+2 sec = 0.25/sec; two weapons = 2 hits per 2+2+2sec = 0.33.. The ratio of those is 0.33../0.25 = 1.33.. Also, it has been measured that the 1.33 factor is theoretical, and FC has implemented some sort of nerf on dualling, which in some cases causes one to make even less hits per minute than that expected 1.33 times more.

However, the doesn't take into account inits, which affect attack time and recharge time differently. E.g. for these weapons being at 80% aggdef and having 150 init would give timings 1.75/1.5, which will reduce the factor evern more down to 1.3. In general, weapons with very fast attack time but slow recharge time can have better factor than 1.333.

Also, those %'s can not be added directly. An example, suppose that chance was 50% per hit and you dual wield.. You do _not_ have 100% chance of proccing it per two swings. You have 50% chance of _not_ proccing the special per hit, which means 50%*50% = 25% chance of _not_ proccing per two hits, i.e. 75% of proccing. In this case, its 1-(0.92*0.92)=0.1536 per two hits. So single is 8% per 4sec, dual is 15.36% per 6secs (not adjusted for inits/defagg); scaled to 4sec for comparison gives 10.24% chance per 4 secs when dualling.

I leave the calcs for longer periods as an exercise.
