no it is not, it obviously comes in all qls from 1 to 200 (try changing the ql in the little white box in the top-right corner of the screen)

ya know, its not that obvious as many items in the DB with various QLs only drop in a single QL or a small range. The medical epaulets are another example of this. Given that this drops from Ian Warr, I strongly doubt it comes in all QLs.
