Comes as is - and are failry uncommon. Not rare - just uncommon atleast in my experience.

Yes, it drops still, and no, the QL isn't fixed; about same QL range as the items for Metallic Mantis armor (so QL70..140 in a rough estimate).

These now drop from *all* the mantises in Smuggler's Den, so you can now get this from about Ql70-200.
