Do the if's mean that you actually have to meet the requirements to benefit from the effects? So no implanting CL or buffing sense with items?

no. the if's just say that you need those points to get the SI or ncu boni
BUT
due to the Playshift requirements you will unequip the belt as soon as you zone-change without meeting those requirements
