No. Cannot be blitzed. There are rumors that you may find one in a missi chest. But expect that to happen one day after you bought one. Have your missi key duper at your fingertips to sell lootrights then. :)

While it's true that once upon a time, Yalms were indeed, chestloot. Around 13.7, I think Yalms were coming out of the woodwork in 30-50 missions. However, Funcom eventually "corrected" that issue.
