The full-auto cycle number is used in a formula to calculate full-auto timing, can't remember off the top of my head what that forumla is but the 3 things taken into account are the FA cycle number, your FA skill and the weapon recharge. The lower the FA cycle the better.

I took Eumenides down with 3 attacks with this thing (1500 FA 450 Crit 500 Burst) :D my burst recharge is like 30s and my Full auto recharge is about 1min. I am only using ql 50ish imps though, so you could get it under 1min recharge. I also tend to miss a lot... I'll need to get my Attack rating up.

level 15 is easy, keeping it non oe is a bit difficult w/o the proper items
full auto buffing armor and triple implanting full auto imps.
wrangle & assault rifle mastery + base would cover that requirement
riot control would cover burst requirement.
def. need +80/90 imps
