Wait a second...

I'm fully aware this item was created YEARS before The Collector was even dreamt about as a boss... but could that boss and the Collector in this description be one and the same? :O

And if so: as "many good projects were thought of that day"... what does that make the Collector, then? Is he the source of some of Spirit-tech's most ingenious inventions? Speculation, sure, but it's fun to go over old descriptions from SL items and try to interpret just how everything fits in the grand scheme of the story and its characters.
