It's a bright green skill, it costs about 200k IP to get it 1000 if you implant it too (to use a ql 250).
In titlelvl 5 you could have enough spare IP to raise it I think.

This thing works wonders in teams to get a mob off of you...especially when other big damage dealers are in your team. I spam this thing (every 8 secs I think) to reduce hate and even with a sub 100 quality one, it works well. I haven't invested any IP into psychology so that's why I only have a low ql one. If the higher quality ones work better then this is definitely worth the IP. I'm level 120 right now, so I'm thinking about spending the IP to get a higher QL. Either way, no matter what quality you have of this, use it as every little bit helps...might even save your life sometime...it did for me many times.
