you need one of these for crafting a tinker pistol... and the ql is +/- 10%. it was very hard... nobody keeps a ql 29... and I needed it. They drop pretty much everywhere, but not often. I think the fastest bet is getting avery low ql one from icc shuttleport, and make all the other components match its ql
